This issue from the uploaded diagnostic was from a cold boot, going straight to launch Docker first thing after login. BlueStacks had been run only a little, having had around 5 apps installed. In my case, the Docker app was installed after BlueStacks. Docker reports this upon startup, so to resolve I should uninstall BlueStacks and try again. To be fair this is expected behaviour as a known issue exists with installing BlueStacks (android emulation platform) and Docker simultaneously on macOS.
